No, I believe what Aster is saying, is that if you wish to be apart of this town, that you donate.
If you do not wish to be, then you needn't pay tithe. But don't consider yourself Home.

Is this a correct assumption?

A town without money cannot thrive. Spare the monstrous brew, it's one drink.
That money will be going to something much bigger.
As harsh as Kora's text is, I agree with her. We need not complain, for it's in better interest.

It really does not take much to contribute to the town's well being Ellywick .
I can not honestly believe I am about to pen this on paper but GET . A. JOB!
And this is not just aimed at you dearest. Anyone who has not found a way to make money for themselves to survive at this point had better not be belly up to the bar sucking down drinks. That is Feliks' job and to make a poor fool of yourselves while AT his place of work is shameful.
